Raise the Bar for Energy Efficiency, and Drive Down Future Energy Costs

Program Overview

  • The Stretch Building Code Grant Program, funded by congressionally approved and lawfully awarded funds from U.S. EPA Climate Pollution Reduction Grants (CPRG), is designed to facilitate the adoption, implementation, and enforcement of the Illinois Stretch Energy Code by supporting local governments with the necessary resources to navigate this process. The program will provide financial support for education, community engagement, and technical assistance to ensure that municipalities are well-equipped to integrate the stretch code into their regulatory frameworks. Program funds will be allocated over a five-year period, with the goal of supporting 90 municipalities and local government units in adopting the Illinois Stretch Code.
  • Through this grant program, municipalities will receive funding that enables these local governments to better understand the stretch code, determine local impacts, support community engagement, and develop implementation plans. The program aims to streamline the process by offering resources for internal capacity-building, public engagement efforts, and technical training for staff responsible for code enforcement.

How to Apply

IFA will post Notices of Funding Opportunity (NOFO) through Illinois GATA Grantee Portal at www.grants.illinois.gov/portal.  A copy of each NOFO will also be available on this website. Applications will be accepted under each respective open NOFO though www.grants.illinois.gov/portal.

Stretch Code Adoption grant applications are now open! Applications will be reviewed and awarded as they are received through December 31, 2025, or until funds are exhausted, whichever comes first. Click the link below to apply.
